Representative Green brought up reconsideration of the vote on HCS             
CSSB 273(WTR), which had been held until today (page 3720).

The following was again before the House in third reading:                     
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO. 273(WTR)                                  
"An Act regarding oil discharge prevention, and relating to                   
contingency plans and proof of financial responsibility for all self-          
propelled nontank vessels exceeding 400 gross registered tonnage               
and for railroad tank cars; and providing for an effective date."              
                                                                               
                                                                               
The question to be reconsidered:  "Shall HCS CSSB 273(WTR) pass

engrossment.
